Written evidence in response to this inquiry is based upon a research project undertaken by the authors for the Centre for Inclusive Trade Policy on, “Treaty Scrutiny: The Role of Parliament in UK Trade Agreements.” It considered the role of Parliament in scrutinising international agreements and proposed several ideas for reform. Both authors have practical experience of the issue having recently worked for the UK Parliament undertaking treaty scrutiny.

In response to this inquiry by the International Agreements Committee, our evidence reviews the UK’s treaty scrutiny legal framework and practice under the Constitutional Reform and Governance Act (CRAG) and highlights certain weaknesses / limitations. The report advocates for reforms: granting Parliament full approval powers over treaties, expanding scrutiny to cover more treaty types and non-binding instruments, and improving transparency and public engagement. It also calls for stronger consultation mechanisms with devolved governments and civil society, addressing systemic barriers. Without reforms, the UK's treaty-making process risks undermining democratic accountability, transparency, and legitimacy.

Trading borders: the importance of interregional integration and economy size for the impact of secession

This paper analyses the impact of secession on the ‘seceding’ and ‘successor’ regions. A two-regions computable general equilibrium model is initially calibrated to a set of synthetic datasets where the regions only differ in relative size and trade integration. Using the case of two identical regions as a benchmark we show how relative size and trade integration determine the relative impact on both regions. This framework is used to explore three European case studies, the UK, Spain and Italy, demonstrating how, although always detrimental for both regions, trade integration and relative size explain the economic impacts of new trade borders.
