Freight Electric Vehicle (EV) Corridors

Title VIII of division J of the Bipartisan Infrastructure Law (BIL) requires that the Secretary of Transportation designate national EV charging corridors that identify the near- and long-term need for, and the location of, EV charging infrastructure to support freight and goods movement at strategic locations along major national highways, the National Highway Freight Network (NHFN), and goods movement locations including ports, intermodal centers, and warehousing locations. In the Round 7 Alternative Fuel Corridors Request for Nominations, FHWA proposed the National Highway Freight Network as the preliminary designation for Freight EV Corridors, with an option for States to make recommended changes.

The FHWA is designating the National Highway Freight Network (NHFN) as the national Freight EV network with the following modifications as submitted by the States in Round 7. For an interactive map of the NFHN, see National Highway Freight Network | HEPGIS.

Note that the Freight EV network is not currently tied to Federal funding provisions or eligibilities.

Most of the highways are part of the National Highway Freight Network, which was the preliminary designation. Exceptions requested by the States of California, Kentucky, Massachusetts, and Oregon are listed in the table below.

State Freight EV Network
The Freight EV Network includes the National Highway Freight Network (NHFN), with the following modifications:
California The Freight EV Network includes the following segments that are not part of the NHFN:
  • SR 11 between SR 125/SR 905 and the SR 11 terminus (Enrico Fermi Drive).
  • SR 14 between SR 14/I-5 (Sylmar) and SR 14/US 395 (Inyokern)
  • SR 37 between SR 37/US 101 and SR 37/I-80.
  • SR 46 between SR 46/US 101 and SR 46/SR 99.
  • SR 99 between SR 99/I-5 (Red Bluff) and SR 99/I-5 (Sacramento).
  • SR 103 between SR 103/SR 47 and SR 103/SR 1.
  • SR 126 between SR 126/US 101 (Ventura) and SR 126/I-5 (Santa Clarita).
  • SR 138 between SR 138/SR 14 (Palmdale) and SR 138/I-15 (Victorville).
  • SR 152 between SR 152/US 101 and SR 152/SR 99.
  • US 50 between US 50/I-80 and the CA/NV border.
  • US 101 between the CA/OR border and US 101 Santa Rosa at Colgan Avenue.
  • US 101 between US 101 (Gilroy at Leavesley Road) and the US 101 terminus (Los Angeles).
  • US 395 between the CA/OR border and the CA/NV border.
  • US 395 between the CA/NV border and US 395/I-15 (Hesperia).
Kentucky The Freight EV Network includes the following segments that are not part of the NHFN:
  • Bluegrass Parkway between Bluegrass Parkway/I-65 (Elizabethtown) and Bluegrass Parkway/US 60 (Versailles).
  • Western Kentucky Parkway between Western Kentucky Parkway/I-69 (Nortonville) and Western Kentucky Parkway/I-65 (Elizabethtown).
  • Pennyrile Parkway between Breathitt Parkway/I-24 (south of Hopkinsville) and Breathitt Parkway/I-69 (Nortonville).
  • Mountain Parkway between Mountain Parkway/I-64 (Winchester) and Mountain Parkway/US 460 (Salyersville).
  • Hal Rogers Parkway between Hal Rogers Parkway (SR 80)/US 27 (Somerset) and Rockcastle River (Pulaski/Laurel County line).
  • Hal Rogers Parkway between Rockcastle River (Pulaski/Laurel County line) and Hal Rogers Parkway/I-75 (London).
  • Hal Rogers Parkway between Hal Rogers Parkway/I-75 (London) and Hal Rogers Parkway/SR 15(Hazard).
  • Cumberland Expressway between Cumberland Expressway/I-65 and Cumberland Expressway/US 27 (Somerset).
  • Purchase Parkway between the KY/TN border and Purchase Parkway/I-69/SR 80 (Mayfield).
  • Audubon Parkway between I-69/US 41 (Henderson) and Audubon Parkway/US 60 (Owensboro).
The Freight EV Network does not include the following segments that are part of the NHFN:
  • Segments of Critical Rural Freight Corridors and Critical Urban Freight Corridors that do not directly connect to the Primary Highway Freight System (PHFS), other Interstate portions not on the PHFS, or the Parkway system and have Average Annual Daily Traffic less than 4,000.
Massachusetts The Freight EV Network does not include the following segments that are part of the NHFN:
  • All non-Interstate segments and corridors.
Oregon The Freight EV Network includes the following segments that are not part of the NHFN:
  • US 97 between US 97/I-84 and the OR/CA border.
  • US 20 between US 20/US 101 to the OR/ID border.
  • US 26 between US 26/US 101 and the OR/ID border.
