DEEP
The Dubai Future Experts Program (DEEP) is the world’s first government initiative dedicated to cultivating and establishing a network of verified strategic foresight experts within key sectors of Dubai’s government. These experts play a pivotal role in future-focused research, policymaking, and innovation-driven projects.
A joint collaboration between The Executive Council of Dubai and the Dubai Future Foundation, DEEP brings together leading futurists and industry pioneers from around the world to shape Dubai’s future.
The program spans three months and is structured into two
Level One
A two-month immersive learning phase.
Level Two
A one-month advanced application phase.

Empowering foresight experts to enhance the readiness of their institutions for the future
Develop a foresight-focused mindset within the government sector.
Establish a pool of certified foresight experts in key government sectors in Dubai.
Equip government entities with the capacity to constantly explore and prepare for the future of Dubai, enabling them to imagine, design, and execute it.

Level One Overview
Certified Foresight Practitioner
May - June 2025*
Participants engage in an intensive, hands-on program designed to enhance their foresight expertise through the practical application of the entire foresight process. The experience culminates in the development of project-specific, Dubai-focused scenarios, equipping participants with actionable insights for shaping the city’s future.
To successfully complete level one, participants must achieve a minimum score of 80% or higher.
Level 1 Learning Outcomes
By the end of level one, candidates will be able to:
Launch their foresight practice with hands-on application of the entire process through a Dubai-relevant project.
Build skills by applying futures thinking and foresight to a real world challenge.
Cultivate resilient, adaptive, and transformative leadership skills that help them thrive in volatile, uncertain, complex, and ambiguous environments.

Level 2 Overview
Certified Foresight Ambassador
September - October 2025*
Level two offers an in-depth learning experience, empowering participants to become true experts in futures thinking and scenario methodologies. By the end of this phase, they will have the knowledge, skills, and strategic acumen to select, design, and implement the most effective foresight methodologies within their work.
This level follows a project-based learning approach, where participants identify and scope a relevant futures project—one that addresses a strategic gap or opportunity for their entity, industry, or Dubai as a whole. Through this process, they will develop innovative solutions, present actionable recommendations, and outline a clear implementation plan.
To successfully complete level two, participants must achieve a minimum score of 80% or higher.
Level 2 Learning Outcomes
By the end of level two, candidates will be able to:
Apply futures and scenario methodologies to design, develop, and implement foresight projects that tackle emerging opportunities and challenges within their entity, industry, or Dubai.
Demonstrate effective communications, influence, and integration of foresight by articulating insights and engaging stakeholders.
At the end of each level, participants are evaluated to determine their eligibility to advance to the next level or graduate.
